煤炭资源合理开发利用“三率”是指煤矿采区回采率、原煤入选率、煤矸石与共伴生矿产资源综合利用率等三项指标,是评价煤炭企业开发利用煤炭资源效果的主要指标。为强化煤炭资源合理开发利用的监督管理,促进矿山企业节约与综合利用煤炭资源,国土资源部制定该《指标要求》,并以国土资源部公告形式向社会发布。据悉,这是建部以来首次针对煤炭矿产资源利用效率制定的标准要求。本指标要求是国土资源主管部门监督管理煤炭矿山企业合理开发利用矿产资源的重要依据。提醒读者注意:生产矿山要在本指标要求发布之日后两年内达到本指标要求规定的要求。
