推行文書处理部門立卷的主要关鍵之一,就是正确地选擇立卷单位,即确定立卷环节。从我們几年來的实踐看来,省委各部立卷环节的选擇,有下列四种情况:(一)分散在各处立卷;(二)集中在办公室立卷;(三)由各处按案卷类目积累,最后調整、定卷則由办公室与各处共同負責;(四)一部分处的文件由办公室統一立卷,一部分处的文件由他們自行立卷。根据我們的經驗,第一种作法的缺点是較多的。几年来,广东省委組織部、宣傳部等,都曾試圖由各处負責立卷,并且还拟制了案卷类目,但结果很难行得通。因为:(一)各处的干部下多,且多係科級以上干部,工作繁忙,經常下乡(厂),流动性極大,很容易造成无人負責的現象;(二)各处的干部缺乏立卷的業务知識,經常調动,沒有足够的时間学習,难以保証案卷質量;(三)各处从自己的角度出發,
