目前水权交易的理论还不完善,制度设计残缺不全,现实当中的水权交易存在诸多问题。本文分析了我国首例水权交易——东阳和义乌水权交易存在的问题,提出了我国水权制度建设中要完善的几项内容:明确水资源使用权的有期限性、水资源所有权应得的收益主要部分应该纳入中央财政收入、建立公正合理的水价体系、建立水税制度、修改和完善有关法规。
At present, the theory of water rights trading is still not perfect, and the system design is incomplete. There are many problems in the reality of water rights trading. This paper analyzes the problems of the first water rights transaction in our country, the trading of water rights between Dongyang and Yiwu, and puts forward several issues that should be perfected in the construction of water rights system in our country: a definite time limit of water resources use rights, water resources ownership The main part of the proceeds should be included in the central government revenue, the establishment of a fair and reasonable price system, the establishment of water tax system, modify and improve the relevant laws and regulations.
