市场经济比计划经济表现出更高的效率,关键在于前者的约束激励机制使得企业更有效率,更有竞争力。对于约束和激励,首先是约束,然后才是激励。但在我国国有企业改革中,存在着激励与约束的非对称状况,这是国有企业缺乏竞争力的重要原因。要提升国有企业竞争力,目前应着眼于强化对经理人的硬约束机制。
The key point is that market economy shows higher efficiency than planned economy. The restraint incentive mechanism of the former makes the enterprise more efficient and more competitive. For constraints and incentives, the first is the constraint, and then the incentive. However, in the reform of state-owned enterprises in our country, there exists an asymmetric situation of encouragement and restraint, which is an important reason for the lack of competitiveness of state-owned enterprises. To enhance the competitiveness of state-owned enterprises, the current should focus on strengthening the hard-binding manager mechanism.
