胡锦涛在第五届APEC人力资源开发部长级会议开幕式上指出:优先开发人力资源,牢固树立人力资源是经济社会发展第一资源的理念,加快形成人力资源优先发展的战略布局,优先调整人力资源结构,优先投资人力资源开发,大力激发各类人力资源的创新活力和创造智慧。人力资源被提到了前所未有的高度。如何审视新形势下的人力资源的战略管理,直接关系到我国经济建设的发展效率和发展质量。本文就战略高度审视下的我国人力资源管理谈几点看法,以供大家探讨。
