《中华人民共和国水法》是我国又一部重要的自然资源法律,是保证水资源合理开发利用,保护涵养,兴利除害,充分发挥水的综合效益的第一部水管理大法。《水法》的实施标志着我国水利工作走上法治阶段,水利事业进入一个新的发展时期。我们为之欢呼、庆贺。大家知道,水是生命的源泉,是人类赖以生存和自然生态环境的基本要素,是工农业发展和人民生活不可替代的重要物质基础。因此用好管好水资源,历来都是治国安邦的大事。
The Water Law of the People’s Republic of China is another important natural resource law in our country. It is the first water management law that ensures the rational exploitation and utilization of water resources, protects cultivation, promotes the benefit and remove harmful effects, and gives full play to the comprehensive benefits of water. The implementation of the “Water Law” marks the beginning of the work of water conservancy in our country and the water conservancy project has entered a new period of development. We cheer and celebrate. We all know that water is the source of life, is an essential element for human survival and natural ecological environment, and an irreplaceable material basis for industrial and agricultural development and people’s livelihood. Therefore, good management of water resources has always been a major event in governing the country and bringing prosperity.
