山东省近日出台《省属企业国有资本划转充实社会保障基金方案》,要求省属471户国有企业30%的国有资本(包括国有控股参股企业中的国有资本)划转充实省社会保障基金。具体的划转步骤将按照一次划转、分步到位、逐户完善的原则操作实施。根据《方案》,省属企业国有资本(指国家资本及其享有的所有者权益)划转充实省社会保障基金的企业范围为:省属国有企业,包括省国资委履行出资人职责的企业(省管企业)和省直有关部
