中央企业的年金移交工作正处于一个全面展开的阶段。原劳动保障部12号文和国资委152号文对年金移交的时间进度提出了要求;而央企年金在资产结构、到期时点与流动性等方面的差异又使存量资产的规范存在困难。如何能使“移交”与“规范”工作顺利开展.是诸多央企面临和关心的现实问题。本文提出“先移交后规范”的方式更有利于央企年金的顺利转移。一、规范清理,年内完成,兼顾质量与时效的监管要求
The transfer of annuity from the central government is in an all-encompassing stage. Article 12 of the former Ministry of Labor and Social Security and SASAC Document 152 set forth the schedule for the transfer of annuity. The difference in the asset structure, maturity and liquidity of the central enterprise annuity makes the regulation of the existing assets difficult. How to make “transfer” and “standardization” work smoothly is the realistic problem that many central enterprises face and care about. This paper proposes that “the first after the transfer of norms” approach is more conducive to the smooth transfer of central enterprises annuity.
