林木是人类赖以生存和发展的基础性资源,具有调节气候、涵养水源、净化空气等多种生态效益。滥伐、盗伐林木造成水土流失、荒漠化加剧、生物多样性破坏等多种问题,影响地区经济、社会的可持续性发展。因此,防止滥伐、盗伐林木犯罪至关重要。但是,目前我国有些森林资源管理的法规和机制还有欠缺,有的地方滥伐、盗伐现象时有发生。本文针对本地区村镇滥伐、盗伐林木情况,深入分析该现象折射出的三大问题,从中发现存在的法规与机制漏洞,提出对策,预防村镇滥伐、盗伐林木犯罪。
Trees are the basic resources on which human beings depend for their existence and development. They have various ecological benefits such as climate regulation, water conservation and air purification. Deforestation and illegal logging have caused soil and water loss, increased desertification and destruction of biodiversity, which affect the sustainable development of economy and society in the region. Therefore, it is of crucial importance to prevent deforestation and illegal logging of trees. However, at present, there are still some laws and regulations on the management of forest resources in our country. In some places, deforestation and illegal logging have occurred from time to time. This paper analyzes the three major problems reflected in the phenomenon of deforestation and illegal logging in villages and towns in the region, finds out the existing loopholes in laws, regulations and mechanisms and puts forward countermeasures to prevent deforestation and illegal logging in forests.
