创新社会管理,是党的十七大关于建设社会主义和谐社会总议题中提出来的。刚刚闭幕的十七届五中全会,更是将“加强与创新社会管理”提到一个新的高度,作为“十二五”经济社会发展主要目标之一予以部署。加强与创新社会管理,必须调动社会不同主体参与的积极性和创造性,形成整体合力。这一过程中,媒体特别是各级党报充分发挥“宣传者、鼓动者和组织者”作用,既责无旁贷,亦大有作为,理应成为党委、政府构建社会管理新格局的重要力量。
Innovative social management is set forth by the 17th National Party Congress on the overall issue of building a harmonious socialist society. The just concluded Fifth Plenary Session of the 17th CPC Central Committee has even referred to “strengthening and innovating social management” to a new height and has been deployed as one of the major objectives of its “12th Five-year” economic and social development. To strengthen and innovate the social management, we must mobilize the enthusiasm and creativity of different subjects in society to form an overall synergy. In this process, the media, especially the party newspapers at all levels, should give full play to their role as propagandists, promoters and organizers. They should not only shoulder the blame but also do a great job and should become an important force for the party committees and governments in building a new social management pattern.
