《山东省人民政府关于印发山东省海洋经济“十一五”发展规划的通知》(鲁政发[2006]75号)提出:到2010年,海洋产业增加值由2005年的1145亿元增加到3000亿元,年均增长20%以上,占全省区内生产总值的比重达到10%以上;调整海洋渔业结构,大力发展造船、钢铁、石油化工、盐化工、海洋能源等临港工业,积极拓展滨海旅游、临港物流等海洋服务业,海洋三次产业比例由2005年的20:37:43调整到15:45:40;全省 COD 入海量要控制在15万吨以内,总磷控制在0.6万吨左右,总氮控制在2.5万吨左右,90%的近岸海域水质达到国家Ⅰ、Ⅱ类标准,沿海地区建成有效的海洋防灾减灾体系;全省港口吞吐能力达到6亿吨以上,使海洋经济区域成为全省乃至黄河中下游地区的对外开放平台、物流基地和国外产业转移承接基地;到2020年,海洋产业增加值达到10000亿元,占全省区内生产总值的比重达到15%以上。
