译者在上期介绍了社区减灾应该关注的七个方面。社区减灾是一个需要多方参与、共同协作的事业,在这个过程中国家和地方灾害管理者扮演着举足轻重的角色。由于亚洲各国国情不同,灾害管理体制也有所区别,因此,本文仅从社区减灾的共性方面来介绍针对国家和地方灾害管理者的行动指南。
In the last issue, the translator introduced seven aspects that should be paid attention to in community disaster reduction. Community disaster mitigation is a multi-stakeholder, collaborative undertaking, in which national and local disaster managers play a decisive role. Due to the different national conditions in Asian countries, disaster management systems are also different. Therefore, this article only introduces the guidelines for the actions of national and local disaster managers based on the commonality of community disaster reduction.
