自中央人民政府颁布了工会法后,本府即令各级政府劳动行政机关会同各级工会组织,进行传达,布置学习;本省各城市及较大企业,均大量将工会法翻印散发,各地亦利用了电台广播、职工学校讲演、集训工会干部且将工会法定为职工业余学校主要学习内容等方式进行宣传;有的国营企业部门,在全体职工中作了讲解报告;青岛市工商联合会曾召开了六十六个行业、产业同业公会的委员及几个较大私营工厂的厂主进行传达。经过了这样的教育和学习,各地工会增强了工作信心,部份的调整和建立了工会基层组织;提高了工人阶级觉悟和劳动热忱,开展了合理化建议,发动了劳动竞赛。国营企业一般均实行了民主管理;不
