人才流动是区域经济发展不平衡的必然结果,是人才追求自身价值实现最大化的必然趋势,同时也是社会人力资本配置合理调整的一种方式。从人力资本拥有者基于教育沉没成本的动态心理期望、教育资源转化为直接收益的有效性以及人力资本效能发挥的区域匹配效度因素等角度对人才资源流动进行的分析表明:教育因子是构成区域人才流动最根本的成因。作为一个既定的区域,要保持人才的合理流入,需重点从三个方面考虑:一是教育资源转换的有效性;二是人才资源的匹配效度;三是人才纵向流动的难易程度。
Talent mobility is an inevitable result of the unbalanced development of the regional economy and an inevitable trend of maximizing the realization of the talents' own values. It is also a way of rational adjustment of social human capital allocation. From the perspective of the dynamic psychological expectation of the owner of the human capital based on the sunk cost of education, the effectiveness of the conversion of the educational resource to the direct benefit and the regional matching validity factor exerted by the human capital effectiveness, the analysis of the human resource flow shows that the educational factor constitutes the region The most fundamental cause of brain drain. As a given region, in order to maintain a reasonable inflow of talent, we must consider three aspects: first, the effectiveness of the conversion of educational resources; second, the matching validity of human resources; and third, the difficulty of the vertical flow of qualified personnel.
