目前,县级机构改革的试点工作,已迅速在全国各地铺开。在社会主义市场经济条件下,县、市科委究竟是不是必设机构?用什么标准衡量其是否必要?如果必要,其主要职能是什么?原有的职能需要作哪些调整和转变?这些问题只能靠改革的实践来回答。判断某机构是否必要的标准只有一个,这就是邓小平同志提出的“三个有利于”,其中关键要看是否有利于促进社会主义生产力的发展。楚新宇同志最近考察了广东省顺德市的科技工作和机构改革试点的情况,并对上述问题进行了初步探讨。本刊将其考察报告公开发表,以飨读者。

Comrade Chu Xinyu recently inspected the scientific and technological work and institutional reform pilot projects in Shunde, Guangdong Province, and conducted preliminary discussions on the above issues.
