随着改革的深入进行,各级政府管理部门及其工作人员,对“行业管理”进行了积极探讨。“行业管理”一词的概念究竟如何解释?若不搞清楚的话,不仅在理论上造成概念混淆,更主要的会使我们在进行宏观控制时难以把握工作的方向,缺乏科学的依据,以致影响到改革的顺利进行。典型实例是撤消铁道部、交通部、民航局、石油管道局等部门后,是成立“交通委员会”还是组建“运输部”亦即“行业”一词该如何解释?本文试做如下探讨,以达抛砖引玉的目的,并请专家、同行赐教。
