各证券监管办公室(直属办)、证券监管特派员办事处:最近,我会收到部分证券监管机构要求落实扶贫经费的报告。经商财政部国债金融司,认为各地证券监管部门是拨款单位,自身没有收费来源,故不宜承担扶贫项目的经费开支。在1999年中国证监会财务收支预算中也没有扶贫经费项目,因此,对扶贫经费不予拨付。特此通知。

The Treasury Bonds Department of the Ministry of Finance under the Ministry of Finance considers that the securities regulatory authorities in all localities are the appropriation units and have no source of fees for themselves. Therefore, it is unfavorable to undertake the funding expenditures for poverty alleviation projects. In 1999, the budget of China Securities Regulatory Commission did not have the project of helping the poor, therefore, the funds for poverty alleviation were not appropriated. Hereby notice.
