林业目标责任制考核考评制度是从源头上保证林业资源安全的重大制度。针对当前林业考核考评中存在的突出问题,文章构建了“目标任务分解—体系构建—分类考核”的思路框架,探讨了考核考评结果与经济利益增减、晋升机制、社会监督、终身追责挂钩等政策运用策略。并在此基础上,提出了林业目标责任制考核考评制度体系的保障措施。
