根據中央指示精神:在全國推行速成識字法開展掃除文盲運動,今冬及五三年仍爲準備時期。雖然‘速成識字法’是掃除文盲突擊速成確實有效的辦法,但推行速成識字法,必須具有强有力的領導、勝任的教師和充分的準備,才能搞好。經過我們研究,今冬各地準備不够、師資、教材及教學經驗等條件不足,如按本部十一月十八日所發關於‘今冬在工人、民工中開展速成識字教學的計劃’推行,定會發生困難,以致速而不成,造成夾生等現象。
According to the directives of the Central Government: To carry out the literacy campaign to speed up literacy in the entire country, this winter and five or three years will remain the period of preparation.
