针对当前严厉打击违法用地违法建设的科学化管理需求,通过具有针对性、实用性的数据量化违法建设的危害性,探索引入定量评价更具优势的指数评价方法,建立科学定量评价违法建设负面影响的指数评价体系。明确提出“违法建设负面影响指数”的概念内涵、体系框架、评价方法和运行流程,在宏观层面形成系统完整的核心理论构架。构建违法建设负面影响指数评价机制,为客观揭示违法建设的负面影响提供了新型定量评价模式,从违法查处角度为规划管理部门科学化行政决策提供技术支撑。
In view of the current requirement of severely cracking down on the illegal construction of illegal land for the construction of scientific management, we quantified the harmfulness of illegal construction through targeted and practical data, and explored the index evaluation method with the advantage of quantitative evaluation, and established a scientific quantitative evaluation of the negative impact of illegal construction Index evaluation system. Clearly put forward the connotation, system framework, evaluation method and operation flow of the “Negative Impact Index of Illegal Construction”, and formed a systematic and complete core theoretical framework at the macro level. The construction of an evaluation mechanism for the negative impact index of illegal construction provides a new quantitative evaluation model for objectively revealing the negative impact of illegal construction and provides technical support for the scientific administrative decision-making of the planning and management department from the point of investigating and punishing the illegal activities.
