Scuttled Ship Scrambling is the technique of international trade fraud, which disrupts the smooth progress of international maritime transport. Drilling a ship or “rusty ship” fraud is an offense committed by the owner of the charterer or trader. Often involved is a dilapidated vessel (“rusty vessel”). It is the only property owner.
