为进一步加强药品管理,整顿药品市场,保障人民群众用药安全、有效、方便、及时,国务院针对我国当前药品管理工作的现状及存在的问题,发出了《关于进一步加强药品管理工作的紧急通知》(国发(1994)53号文,以下称53号文件),对各级人民政府以及有关职能部门提出了明确要求,并对加强药品生产经营企业的条件审查、药品生产经营的购销、中药材市场的管理、新药的研制开发、深入开展打击制售假劣药品的犯罪活动以及依法加强行政督查等方面作出具体要求。
