在中华人民共和国成立后的三年间,我们已经解决了中国历史上长期不能解决的许多问题。旧中国遗留给我们的严重的社会失业问题,现在也将逐步接近全面解决的时候了。中央人民政府政务院关于劳动就业问题的决定,周密地照顾到目前我国就业问题的各个方面。实行这个决定之后,无论城市中失业的工人、职员、知识分子、家庭妇女,农村中的剩余劳动力,以及旧军官、旧官吏、游民、乞丐、老弱残废,都将逐渐得到正当的出路。这将有益于我们国家即将开始的大规模的建设事业,使我国走上更加强盛、繁柴的发展前途。三年来,各级人民政府为了解决社会失业问题,已经做了不少的工作,有了不少的成绩。失业的工人和知识分子已有二百二十余万人重新就业了;从来不劳动的乡村游民、还乡的旧军官和地主,在土地改革之后也开始参加生产了。现在我国劳动就业的人数,无论在城市或乡村都比历史上 In the three years since the founding of the People’s Republic of China, we have already solved many problems that can not be solved in the history of China.
