去年,我们公社党委在调查研究中,发现一些生产队在劳动计酬方面存在着平均主义倾向,挫伤了社员的劳动积极性。针对这种情况,我们抓了落实按劳分配政策,对社员的劳动计酬部分实行了工分定额。我满以为这样做了以后,政策就落实了,社员的革命积极性一定会调动起来。可是,不久就暴露出了新的问题:有些干部孤立地搞工分定额,没有抓好思想政治教育;部分社员在劳动中只求数量不看质量,只愿干高工分的活,不愿干低工分的活。出现了
