2000年人人享有卫生保健,关键在初级卫生保健。完整的、有效的初级卫生保健,必需纳入精神卫生工作内容。为此,本刊经 WHO 总部出版办公室1990年7月12日以“HBI/DHT/Kb TR/90/075”号函正式批准,将 WHO1990年出版的“将精神卫生工作内容纳入初级卫生保健”(The Introduction of A Mental HealthComponent into Primary Health Care)一书翻译为中文,陆续刊出,以供广大卫生工作者阅读。中共中央关于“八五”计划建议中明确提出了“切实加强农村卫生组织建设,巩固和发展三级医疗预防保健网”的要求。为此,卫生部最近明确“实施初级卫生保健是落实加强预防保健和农村卫生两个战略重点的重要途径”。为了贯彻卫生部这一战略性部署,本刊特向主管和担负初级卫生保健的同志,推荐此 WHO 文献,欢迎读者订阅。
In 2000, health care for all was the key to primary health care. Complete and effective primary health care must incorporate mental health work. For this purpose, the publication was formally approved by the Office of Publication of the WHO Headquarters on July 12, 1990 in the letter “HBI/DHT/Kb TR/90/075”, which incorporated WHO’s “Introduction of mental health work into primary health care” published in 1990. (The Introduction of A Mental Health Component into Primary Health Care) was translated into Chinese and published in succession for reading by health workers. The CPC Central Committee’s proposal for the “Eighth Five-Year Plan” clearly puts forward the requirement of “strengthening the construction of rural health organizations and consolidating and developing the three-level medical preventive health care network.” To this end, the Ministry of Health recently stated that “implementation of primary health care is an important way to implement the two strategic priorities of strengthening preventive health care and rural health.” In order to implement the strategic deployment of the Ministry of Health, this publication specifically recommends to the comrades who are in charge of and responsible for primary health care this WHO literature and welcome readers to subscribe.
