胡锦涛同志在党的十七大报告中指出“深入贯彻落实科学发展观,积极构建社会主义和谐社会”。而社会公平正义是社会和谐的基本条件,制度是社会公平正义的根本保证,有效的内部控制是制度得以顺利贯彻的前提。强化内部控制环境可以促进单位制度的建立建全及有效遵循,使内部控制有良好执行环境。良好的控制环境有利于“公平正义,和谐共荣”的社会主义社会的构建。
In his report to the 17th CPC National Congress, Comrade Hu Jintao pointed out: “We have thoroughly implemented the scientific concept of development and actively constructed a socialist harmonious society.” The social fairness and justice are the basic conditions for social harmony. The system is the fundamental guarantee of social fairness and justice. Effective internal control is the prerequisite for the smooth implementation of the system. Enhancing the internal control environment can promote the establishment, establishment and complete compliance of the unit system so that the internal control system has a good execution environment. A good control environment is conducive to the construction of a socialist society featuring “fairness, justice, harmony and common prosperity.”
