进入新世纪,上海改革开放和现代化建设进入了一个新的发展阶段。上海市国民经济和社会发展第十个五年计划纲要根据世纪之交上海改革发展面临的新的形势,承前启后,继往开来,确定了未来五年上海经济和社会发展的奋斗目标,明确提出要按照中央的要求,抓住机遇,开拓进取,调整优化经济结构,不断提高城市的国际化、信息化、市场化和法治化水平,增强城市综合竞争力。增强城市综合竞争力涉及到经济实力、创新能力、服务功能、管理水平、体制环境和城市文明程度等方方面面,其中,良好的法制环境是增强城市综合竞争力的一项重要内容和可靠保证。面对我国加入世界贸易组织后日趋激烈的国际国内竞争,上海作为一个国际性大都市,必须增强前瞻意识,积极主动地迎接新的挑战,加快推进上海法制建设的进程,为建设社会主义法治城市和增强城市的综合竞争力提供持续有效的法制保障。
