中国改革开放20多年来,为了打破原有计划经济对社会资源的不合理配置,调动一切积极因素,“让一部分人先富起来”,鼓励人们勤劳合法致富,逐步建立社会主义市场经济。城乡居民人均收入确实得到了极大提高,但是“农民和城镇部分居民收入增长缓慢,收入差距拉大”。今后十几年,如果我国的收入差距仍然高速度发展下去,那将会超过我国居民对贫富差距的承受能力,将会引发比较严重的社会问题。因此,如何兼顾效率与公平,越来越受到人们的重视,已被提到议事日程上来。
In order to break the irrational allocation of social resources to the original planned economy and mobilize all positive factors, “let some people get rich first” and encourage people to work diligently and lawfully to get rich and gradually establish a socialist market economy in order to break the original planned economy over the past 20 years and more. The per capita income of urban and rural residents has indeed been greatly improved, but “the income growth of peasants and urban residents is slow and the income gap widens.” In the next 10 to 10 years, if our income gap continues to develop at a high speed, it will exceed the capacity of our residents for the gap between the rich and the poor and will lead to more serious social problems. Therefore, how to take both efficiency and fairness into consideration has drawn more and more attention from people and has been put on the agenda.
