档案工作走上正规以来,在一年一度的文书立卷归档工作过程中,往往需要对本年度全宗档案的情况写一个“说明”,通常称之为“全宗介绍”或“全宗说明”。但近年来,有的同仁认为这种称谓不妥,并将其改称为“立卷说明”,甚至在工作检查中,还口头要求下属单位也要相应改过来。其理由主要是因为这种“说明”是在每年立卷过程中形成的,它只反映了全宗内单个年度的情况,而不是全面情况。为区别反映全面情况的“全宗说明”,故只能称为“立卷说明”。笔者不赞同这种意见,建议还是称“全宗说明”为好。 一、分年度编写《全宗说明》的由来。在50——70年代,甚至更晚一些时
