在科技出版产业链中,片面强调经济利益会侵害公众获取知识的权利。因此,在科技出版领域采用开放存取模式来出版学术论文有其现实意义和必要性。PMC作为全球著名的非营利性开放存取机构主题仓储,其成功经验对我国发展科技出版网络平台有一定的借鉴作用。本文介绍了PMC的运作模式,总结了其成功的经验,从而为我国科技论文发表平台的建设提出了积极建议。
In the science and technology publishing industry chain, one-sided emphasis on economic interests will infringe upon the public’s right to acquire knowledge. Therefore, it is of practical significance and necessity to adopt the open access model to publish academic papers in the field of science and technology publishing. As the world’s leading non-profit open access theme storage, PMC’s successful experience has some reference to China’s development of science and technology publishing network platform. This paper introduces the operation mode of PMC, sums up its successful experience, and puts forward some positive suggestions for the construction of the platform of publishing scientific papers in our country.
