集权与分权的关系在清末民初的中国政坛上一直是个纷争不休的话题。在清末 ,这一问题夹杂在有关“立宪”的争论之中 ;在民初 ,这一问题直接表现为有关联邦制与郡县制的争论。本文择取商务印书馆 1 90 4年创刊的大型综合期刊《东方杂志》为研究个案 ,通过对该刊一群文化保守主义者相关言论的剖析 ,从中析离出他们既不同于极端的集权派 ,也不同于极端的分权派的相对独特的调和思想与折衷主张 ,以此深化我们对这一历史话题的思考
The relationship between centralization and decentralization has always been a topic of endless controversy in the political arena of China in late Qing and early Republic of China. In the late Qing Dynasty, this issue was interwoven with the debate on “constitutionalism.” In the early Republican period, this issue was directly reflected in the controversy over federalism and county-level system. This paper chooses the large-scale comprehensive magazine Oriental Magazine founded by Commercial Press in 1994 as a case study. By analyzing the relevant statements of a group of cultural conservatives in this issue, this paper separates them from the extreme totalitarian groups, It is also different from the relatively unique reconciliation and eclectic ideas of the extremist separationists in order to deepen our thinking on this historic topic
