一、统一思想,明确目标,积极为推行职业资格证书制度做好舆论准备 首先,制定培训规划,明确工作目标。根据《培训纲要》精神和我省实际,我们与省委组织部密切配合,取得共识,制定并下发了辽宁省贯彻落实国家《培训纲要》的《实施意见》。《实施意见》在确定全省培训目标与任务的同时,明确提出“九五”期间要“逐步建立职业资格培训制度”。这一目标的确定,为全省企业培训工作树起旗帜、明确了方向。对全省深入开展工商管理培训工作起到了导向作用。
