政治与行政二分学说的提出己经有一百多年的历史了,它是行政学产生的一块基石,是伴随行政学成长及其在行政实践中倍受争议的焦点问题。本文从政治与行政二分的历史渊源出发,分析二分假设下的逻辑起点及二分法下的理论结构与现实行政中的困境。
The proposal of dichotomy of politics and administration has been more than one hundred years. It is a cornerstone of administration science and is the focus of controversy which accompanied with the growth of administration and its administration practice. Based on the dichotomy between politics and administration, this article analyzes the logical starting point under dichotomous assumptions and the theoretical structure under dichotomy and the predicament in the realistic administration.
