一是加强国有企业工程项目监管。在国有企业参与的重大工程项目中,可由国资委、纪检监察部门、审计局、财政局、建设局等多部门共同组建项目监管工作组,着重对项目预算、核算、审计、资金核算、招投标等多个环节进行监督。进一步规范并及时更新国有企业采购、工程建设标准,对明显高于市场标准的坚决予以更改,确保国有资金合理使用。二是规范国有企业财务管理制度。进一步建立和完善国有企业财务管理机制,明确经费审批权限和流程,特别是加强对接待费、会议费、差旅费等非经营性支出
