根据“十五大”和中共中央、国务院主持召开的全国卫生工作会议精神,为促进医院发展,增强医院活力,提高两个效益,缓解卫生经费投入不足的矛盾,作者仅就中小医院部分医疗设备实施股份合作制阐述几点意见。 1 部分医疗设备实行股份合作制的原则 部分医疗设备实行股份合作制是医院改革的一项重大举措,必须坚持以下原则:(1)坚持“病人至上,质量第一”的原则,“一切以病人为中心”,提高医疗质量,搞好优质服务;(2)坚持社会效益第一的原则。力求实现社会效益和经济效益的最佳结合;(3)坚持从实际出发,因地制宜、因院制宜的原则;(4)坚持自愿入股、股权平等、民主管理、互惠互利的原则;(5)坚持资金共筹、风险共担、收益共享、积累共有的原则;(6)坚持保障公有资产完整和保值增值的原则;(7)坚持医院统一收费的原则。
