In 1999, the Chinese government decided to set up four asset management companies, Cinda, Orient, Huarong and Great Wall, to acquire a total of nearly 1.4 trillion yuan (including off-balance sheet interest, totaling more than 1.7 trillion yuan) in the four state-owned commercial banks assets. The huge non-performing asset market in China has drawn the great attention of international investors and intermediaries. In November 2001, the four asset management companies jointly held the “2001 International Forum on the Treatment of Non-performing Assets” in Beijing. Nearly 600 representatives from 21 countries and regions participated in the forum. Although China’s non-performing asset market is brand new, many overseas investors are not quite sure about the actual status of non-performing assets in China, the relevant policies of the Chinese government, and the specific ways of participation.
