一、中华人民共和国土地改革法已由中央人民政府明令颁布,刘副主席关于土地改革问题的报告亦同时发表,各级人民政府、人民团体、各机关、学校、部队,应有准备地,有计划地组织本单位人员进行学习。在各学校进行学习前,应先召集政治教员讲解清楚。二、各单位应有准备地、有计划地组织对人民群众的土地改革宣传,宣传内容应以土地改革法及刘副主席报告为总则。三、在本单位内部学习或对外宣传时,如群众提出疑问或具体问题,应慎重研究并根据土地改革法及刘副主席报告原则正确解答,凡遇新问题
