考绩(考核)制度是公务员制度的重要方面。南京国民政府时期,全国公务员考绩始于1935年。由于1935年全国公务员的考绩分别是1936年、1937年、1938年办理的,又由于1935年的考绩法规是否适用于全面抗战时期等方面的原因,故本文的讨论始于1935年。本文主要考证1935—1944年全国公务员历年参加考绩的人数,合格和不合格的人数以及淘汰率的问题,关于这些问题,学术界流传着错误的说法。本文的考证旨在为纠正错误,弄清历史事实,避免以讹传讹贡献一点意见,不妥之处,敬请批评指正。
The performance appraisal (assessment) system is an important aspect of the civil service. Nanjing National Government period, the national civil service performance appraisal began in 1935. Since the performance of the national civil servants in 1935 were handled in 1936, 1937 and 1938, respectively, and because of the applicability of the 1935 performance appraisal rules in the comprehensive anti-Japanese war period, the discussion in this article began in 1935. This article mainly studies the number of national civil servants who participated in the performance appraisal, the number of qualified and unqualified people and the elimination rate of the entire nation from 1935 to 1944. As to these issues, the academic circles have erroneously circulated. The textual research is aimed at correcting mistakes, clarifying historical facts, and refraining from making mistakes.
