随着我国经济体制改革的进一步深化,市场经济发展趋向成熟,中介机构(或称中介组织)正引起各界越来越强烈的关注。一般认为,中介机构是不直接从事市场客体的交易活动,而以第三者身份为市场主体在市场进入、市场竞争、市场交易秩序、市场纠纷等方面提供验证公证、评估、协调、仲裁等中介服务,以及从事中介事务代理、咨询服务、提供交易场所等专业服务,介于市场主体(主要是企业法人)之间以及市场主体与国家机关之间的专门组织。发达国家的实践证明,中介机构是市场分工细化的产物,是市场成熟的标志,对完善市场职能和促进经济民主化起着至关重要的作用。可以说,作为构成市场经济基本框架中的有机组成部分,中介机构有效地促进了政府与社会、政府与企业、企业与企业之间规范契约关系的建立,有力地推动着现代市场体系的形成和发展。应该说,国外先进国家中介体系发达、机能完善及其对国民经济巨大的促进作用,对于率先与国家接轨的浦东开发开放,具有重要的借鉴意义。
