计划——它与决议、指示等文件具有同样的作用。执行计划就等於执行指示,因此,应当算为领导指导性的文件。通知——有人认为通知的内容都是不重要的,因此不是领导指导性文件。我认为领导指导性的文件不能单纯从重要不重要去看。有些内容重要的文件,也不一定都是领导指导性的文件。比如总结报告。有时通知就是指示,有人讲这是名称用错了。我认为这种说法是不恰当的,有些领导指导性的文件,就是用通知这个名称比较合适。此如3月30日人民日报第一版刊登的“中共中央关於积极领导先进生产者运动的通知”就是。
