出售军产住房是军队房改的关键,对于我军的现代化建设,对于参与和支持改革开放,有着十分重要而深远的意义。其好处很多:一是有利于缩小军队干部与地方干部在待遇上的反差,消除军队干部的后顾之忧,稳定军心;二是将军产房出售给干部,可以收回部分资金,用于重新建房,解决住房不足的困难,使军队住房逐步走向投入产出的良性循环;三是有利于军队住房向商品化、社会化过渡,使军队逐步甩掉“办社会”的包袱,集中力量加强军队革命化、现代化、正规化建设;四是抓紧出售军产住房,顺应全国房改的大趋势,是军队积极参与和支持改革的需要。出售军产住房的基本思路是:扩大范围,限定对象,合理定价,限制面积,实行优惠,配套改革,先易后难,分步实施。
