为了迎接21世界的挑战,争夺高新技术的制高点,一场新的信息革命——“信息高速公路”(Information Super Highway,以下简称ISH)热正在全球兴起。何谓ISH?简言之,就是一个将各种高新科技手段结合起来的信息网络体系(也叫多媒体技术)。它融电视、电话、电脑为一体,就象高速公路一样遍布各地(特征之一的“综合性”);它以光纤为路面材料,能同时传递文字、声音、图象和数据;它还以双向交流的形式(特征之二的“交互性”)融通商业、金融、教育、娱乐、体育、卫生、科研诸方面的信息。
