上海飞机制造厂从1986年起与美国麦道公司合作生产MD—82飞机。为了确保飞机生产线正常运行,产品质量优良,获得生产许可证和出口适航证,并按计划进度交付飞机,上飞厂结合国情、厂情建立了一套符合国际标准的质量保证体系。其内容是:健全的组织机构;严密的管理程序;完备的质控功能;有效的质量审计。一、健全的组织机构——从机构设置方面把工厂内围绕生产主干线的管理部门组成工程技术、生产制造、质量保证三大部。工厂所设置的管理机构及其职能,质保部门设有对应的质量控制机构或功能,而且有关生产的管理制度、程序及其贯彻执行过程都必须处于质保部
