新时期的秘书工作人员,不应该只是收收发发、跑跑颠颠的“二传手”,而应该适应现代化建设和改革的需要,创造性地进行工作,多为领导同志出谋献策,充分发挥参谋、助手作用。但是,出谋献策是有一定学问的,搞得不好会出一些“馊主意”,给领导同志帮倒忙,贻误大事。从许多秘书同志的经验来看,为领导同志出谋献策,有以下“五忌”:
