深化改革,建立现代企业制度,离不开党的领导,离不开企业党的工作。加强和改进企业党的建设,充分发挥党组织的政治核心作用,是企业改革和发展取得成功的重要保证。(一)必须坚持企业党组织的政治核心地位,更好地发挥政治核心作用党的十四大重申国有企业要“充分发挥企业党组织的政治核心作用,坚持和完善厂长负责制,全心全意依靠工人阶级。”这是十几年来我国探索有中国特色的国有企业领导体制实践经验的科学总结,是现阶段完善企业内部领导体制的指导方针,也是加强和改进企业党的建设的指导方针。《党章》第32条明确的规定,也是对企业党组织发挥政治核心作用提出的基本要求。

The 14th CPC National Congress reiterated that the state-owned enterprises must “give full play to the political core role of the party organizations in the enterprise, adhere to and improve the responsibility system of the factory director and wholeheartedly Relying on the working class. ”This is a scientific summary of our country’s practical experience in exploring the leadership system of state-owned enterprises with Chinese characteristics in the past decade or so, and is the guiding principle for perfecting the internal leadership system at the present stage. It is also the guideline for strengthening and improving the party building in enterprises . The explicit stipulation in Article 32 of the “Party Constitution” also serves as the basic requirement for the party organizations in a business to exert their political central role.
