一、利用外资基本情况1991年至1995年5年间,深圳市共批准外商投资项目9666个,协议外资金额152.24亿美元,实际使用外资金额61.92亿美元;平均每年实际使用外资12.38亿美元,年平均增长速度为31.5%.“八五”期间批准的外商投资项目、协议外资金额、实际使用外资金额分别比“七五”期间增长了2.23倍、4.38倍和1.68倍,实际使用外资金额占1979～1995年总和的66%.1995年深圳实际利用外资创历史最高水平,利用外资质量有所提高.共批准外商投资项目1639个,比上年下降26.3%;协议外资金额35.97亿美元,实际使用外资金额17.35亿美元,分别比上年增长20.4%和0.3%,新注册的外商投资企业1424家.今年1～6月份,全市共批准外商投资项目506项,协议外资10.14亿美元,实际使用外资9.01亿美元,分别比去年同期增长19.2%、35.9%.利用外资仍呈稳步、发展态势,并继续朝质量效益型方向转变.二、利用外商投资改造现有企业情况由于深圳起步和发展与吸引外资紧密相连,基本不存在改造企业问题,近几年来,由内地迁入和后来发展起来的国有企
