为加快政府职能转变,创新对外开放模式,进一步探索深化改革开放的经验,2013年12月21日,国务院根据《全国人民代表大会常务委员会关于授权国务院在中国(上海)自由贸易试验区暂时调整有关法律规定的行政审批的决定》和《中国(上海)自由贸易试验区总体方案》的规定,决定在中国(上海)自由贸易试验区内暂时调整下列行政法规和国务院文件规定的行政审批或者准入特别管理措施(国发[2013]51号)。
In order to speed up the transformation of government functions, innovate the pattern of opening up and further explore the experience of deepening the reform and opening up, on December 21, 2013, the State Council decided in accordance with the “Provisional Regulations of the Standing Committee of the National People’s Congress on Authorizing the State Council to Pilot Free Trade Zone in China (Shanghai) (Shanghai) Pilot Free Trade Zone ”and decided to temporarily adjust the following administrative regulations and the administrative examination and approval provisions of the State Council documents in the Pilot Free Trade Area of China (Shanghai) Special Management Measures (Guo Fa [2013] No. 51).
