为了规范行政行为,保障投资者的合法权益,改善我省的投资环境,特作如下决定: 一、简化审批程序,提高办事效率 (一)对外商投资企业和外商与非公有制企事业单位、社团组织或个人合资、合作的项目除法律、法规另有规定的外,一律实行备案制;对外商投资企业和外商与公有制企事业单位、社团组织合资、合作的项目,国有资产部分由国有资产管理部门或国有资产授权经营部门实行登记制,其余环节实行备案制。 (二)申请设立外商投资企业的,由省招商局受理,实行一站式办公制度。
