政府驱动与市场驱动不协调导致的“融资难”是我国出版与金融对接的突出问题之一,因此,面对当下出版与金融对接的大趋势,完善政府引导势在必行。本文通过分析财政引导文化与金融对接取得的成就,发现财政引导出版与金融对接存在的问题,并提出制定促进出版与金融对接的专项财政政策、加大财政引导资金投入并增强监管力度、引导出版领域向金融资本逐步适度开放以及建立中小出版企业的“互助成长基金”等四项加强财政引导出版与金融对接的具体措施。
The “financing difficulty” caused by the uncoordinated government-driven and the market-driven is one of the prominent problems between the publishing and the financial connection in our country. Therefore, in the face of the current trend of publishing and financial docking, improving government guidance is imperative.
