医疗机构作为社会健康产品的提供者,承担着保障并促进人类健康的重要职能。因直接服务于人类生命,从“一切以病人为中心,构建和谐医患关系”出发,必须十分强调责任管理。公立医院改革是新的医疗改革中重要一环,为主动适应政策、市场、形势的变化,更应该在战略的高度,从责任体系的构建、责任文化的打造、责任意识的培训、责任的落实等几方面全方位搞好责任管理。
